SAN FRANCISCO REGULATION GUIDE

San Francisco Sewer Lateral Rules

In San Francisco, sewer service is provided by the San Francisco Public Utilities Commission (SFPUC). Unlike parts of the East Bay, San Francisco does not run a single citywide point-of-sale lateral certification program, but property owners are still responsible for the side sewer from the building out to the city main.

Property-Owner Responsibility in SF

In San Francisco, the property owner is generally responsible for the side sewer — the private sewer line — from inside the building, under the sidewalk and street, to the connection at the city sewer main. Maintenance, repair, and replacement of that entire run typically fall to the property owner.

Because so much of the lateral runs beneath public right-of-way, repairs usually require permits from San Francisco Public Works and coordination with SFPUC, including street-opening permits for excavation.

What May Trigger Sewer Work in SF:

  • Building permits & major remodels — sewer-related requirements may be attached to certain permits.
  • Change of use or plumbing additions — adding fixtures can trigger review of the existing side sewer.
  • Recurring backups or root intrusion — a camera inspection often reveals whether repair or replacement is needed.
